Closed-door meetings: how often Windsor council met in camera, 2022 to 2026

How often Windsor's council and its committees met behind closed doors, year by year, from the City's own minutes.
Ontario's Municipal Act lets council meet behind closed doors (in camera) for a short list of reasons, such as legal advice, land deals, labour talks and personal matters about an identifiable person. Council later adopts a report of each closed session in public. Counting those reports gives a baseline for the 2026 to 2030 term.

2022 covers only the six weeks after the term began on Nov. 15, and 2026 runs to the last minutes the City has posted (Sept. 28). Neither is a full year.

The Striking Committee is the council committee that recommends appointments to boards and committees; its closed sessions deal with the people being appointed.
How we counted
- We read every council and standing-committee minutes PDF the City lists since Nov. 15, 2022, and found each motion that adopts "the report of the ... In-Camera meeting held" on a given date.
- One closed session is one body, one date and one session number. When council holds two closed sessions on the same day, the minutes number them, and we count both.
- The City posted three minutes PDFs twice under different names. We counted each of those meetings once.
- In 2 places the minutes print a year that cannot be right (a closed session dated after the meeting that adopted its report). We used the meeting's own year and say so beside the entry below.
- A closed session is counted when its report is adopted. Sessions whose reports have not yet appeared in posted minutes are not counted yet.
- This counts sessions, not hours or items. The reason for each session (the section of the Act) is listed in each agenda; we plan to add it.
