The charges
Windsor Police arrested Kaili Horney, 35, on October 1, 2024, after an investigation by the Financial Crimes Unit. She was charged with fraud over $5,000, uttering a forged document, and possession of property obtained by crime over $5,000.
Public records and reports show her under at least three names:
Kaili Horney, used by Windsor Police in the charges
Kaili Rachelle Horney, her name on the Law Society Tribunal record
Kaili Chedore, her maiden name. According to the Windsor Star, her former employer, lawyer William Kendrick, said he hired her as a part-time legal secretary under that name, and that she had her own separate paralegal business.
Police allege that between February 2019 and September 2023, forged cheques, unauthorized transfers and bill payments totalled $995,610.
The criminal charges have not been proven in court.
The civil case and the licence
Separate from the criminal case, a Superior Court civil judgment in July 2024 found she took at least $435,000 from her employer, setting the amount at $436,600.44 plus interest and costs. A restitution order for $580,823 followed a month later, according to the Windsor Star.
The Law Society Tribunal revoked her paralegal licence in February 2025. The tribunal's findings were based on the civil judgment, not on the criminal charges.
What is not public
Ontario court records list a trial date of Nov. 16, 2026, in the Ontario Court of Justice in Windsor. The charges are unproven and she is presumed innocent.
