311 requests, ward by ward, in Windsor's open data

Wards 4 and 2 logged the most 311 requests in Windsor from Jan. 1 to Aug. 23, and Ward 8 the fewest, in both of the City's open 311 data sources. The two sources give different totals for those months: 29,494 and 23,863.

Correction, Oct. 29, 2026: An earlier version said the City's open 311 data stopped at Aug. 23. That was true of the City's new Open Data Portal, but the City's older Open Data Catalogue has 311 requests through Oct. 28. The two sources give different counts for Jan. 1 to Aug. 23: 29,494 in the new portal when we checked Oct. 27, and 23,863 in the older catalogue as of Oct. 29. We are asking the City which is correct. The City's 311 centre replied at 1:17 p.m. ET Oct. 29, after publication, that it is moving its 311 data to the new portal.

The City of Windsor's new Open Data Portal listed 29,494 service requests from Jan. 1 to Aug. 23, 2026, when we checked on Oct. 27. Four of them have no ward. Here is how the rest break down, with the City's older Open Data Catalogue count for the same dates in brackets (checked Oct. 29):

Ward 4: 4,592 (older catalogue: 3,878)

Ward 2: 4,473 (older catalogue: 3,649)

Ward 3: 3,761 (older catalogue: 3,123)

Ward 5: 2,830 (older catalogue: 2,317)

Ward 1: 2,732 (older catalogue: 2,237)

Ward 9: 2,436 (older catalogue: 1,875)

Ward 10: 2,399 (older catalogue: 1,890)

Ward 7: 2,327 (older catalogue: 1,754)

Ward 6: 2,277 (older catalogue: 1,822)

Ward 8: 1,663 (older catalogue: 1,312)

Wards 4 and 2 together account for about 31% of all requests in the new portal, and about 32% in the older catalogue. The order of the wards is the same in both, except that Wards 9 and 10 swap places.

Beyond the top five

We reported the most common request types on Oct. 22 and potholes on Oct. 20. The next most common: complaints about snow and ice on sidewalks (1,375), snow plowing and salting requests (1,183), dead animal removal (1,044), garbage not collected (928) and noise complaints (825).

Ward 1 had 248 of the noise complaints, about 3 in 10. Ward 2 had 441 of the sidewalk snow and ice complaints, about one in three.

Two City sources, two different counts

The City publishes 311 data in two places. When we checked on Oct. 27, the All 311 Service Requests layer on the new Open Data Portal said it syncs daily, but its newest request was from Aug. 23, 2026. None of the single request type layers we checked went past Aug. 23 either. On Oct. 29, that layer returned no records.

The City's older Open Data Catalogue has a 2026 year-to-date file, AllServiceRequests_YTD.csv, last updated Oct. 29. It runs from Jan. 1 to Oct. 28, 2026, and holds 29,785 requests: 23,863 from Jan. 1 to Aug. 23, and 5,922 after that. The catalogue's page says it is no longer being updated, though the file was updated Oct. 29.

The new portal's count also changed. When we pulled it on Oct. 18, it held 29,612 requests from Jan. 1 to Aug. 23. On Oct. 27 it held 29,494. The City has not said why.

We asked City of Windsor communications why the new portal's data stops at Aug. 23, why the count changed, and when it will be updated. The City did not respond by our deadline, 5 p.m. Wednesday, Oct. 28. Its 311 Customer Contact Centre replied at 1:17 p.m. ET on Oct. 29, after this story was published. It said the City is "currently transitioning its 311 data to the new Windsor Open Data Portal," and that the 311 data should be available through the legacy Open Data Catalogue during the transition. It did not say when the new portal will be updated, whether the missing weeks will be added, or why the count fell by 118. We are asking the City which count is correct and why the two sources differ.

Keep in mind

A 311 request is a report someone filed, not a confirmed problem, and one problem can draw several requests. Wards differ in population, and these are raw counts, not rates per resident. We do not compare 2026 with earlier years, because the new portal's layer held only part of earlier years.
