Windsor Police said a fourth man accused in an April robbery and kidnapping on Lauzon Road has been arrested after he fled to Michigan.
What police say happened
On Oct. 20, 2026, members of the OPP-led Repeat Offender Parole Enforcement (ROPE) Squad took custody of Billy Persaud-Hearns Jr., 29, at the Windsor-Detroit Tunnel after he was arrested by United States Border Patrol, police said.
Police said the robbery and kidnapping happened at a home in the 2500 block of Lauzon Road on April 16, 2026. A man was threatened, assaulted and robbed of his belongings and money. Police said the suspects then tried to force him into a vehicle, but he escaped and was taken to hospital with serious injuries.
Police said the Major Crimes Unit identified Persaud-Hearns Jr. as a suspect, but he fled to Michigan before he could be arrested.
The charges
Persaud-Hearns Jr. is charged with robbery with an offensive weapon, assault causing bodily harm, assault with a weapon, pointing a firearm, forcible confinement, kidnapping, uttering death threats, theft of a motor vehicle with violence and two counts of failure to comply with a probation order.
Three other people were arrested earlier in southwestern Ontario in the same investigation: Alexis-Regine Gibbs Rogers, 30, Darius Jean-Marc Davis, 24, and Raul Antonio Huezo, 26. Police said each faces several charges, including robbery with an offensive weapon, assault causing bodily harm, forcible confinement and kidnapping. Huezo also faces firearm charges.
None of the charges have been proven in court.
