Windsor Regional Hospital described the pour as the project's first permanent structural component. CTV News reported on Oct. 1 that the first concrete was poured on Wednesday, Sept. 30. The hospital also put out a release on the milestone.
What the tunnel is for
The tunnel will run underground between the campus's Education and Administration Centre and the main hospital building. The hospital says it will let staff, equipment and supplies move between buildings without passing through patient, visitor and outdoor areas. Crews also installed the site's water main and storm sewer infrastructure in September, CBC reported.
Three phases
Phase 1, called Enabling Works, includes a three-storey Education and Administration Centre, a 700-vehicle parking garage and site infrastructure. The hospital's project page says construction began in July 2026 and will take about three years. EllisDon is the Phase 1 builder, AM800 reported.
Phase 2 is a planned five-storey Diagnostic and Treatment Block with the emergency department, a regional trauma centre and helipad, and the regional cancer centre. The hospital says the request for qualifications for Phase 2 has closed. Phase 3 is a planned nine-storey inpatient tower.
The hospital is being built at the northeast corner of Cabana Road East and the 9th Concession. It will replace the Metropolitan and Ouellette campuses, according to the hospital.
What is still not public
No updated total cost has been released. In July, Kennedy told AM800 the hospital hoped to disclose "a more accurate number" in the fall with Infrastructure Ontario, and was not allowed to share it during the tender process. At the July groundbreaking, Kennedy said it was "relatively safe to say probably not until 2033" for the full hospital, Windsor News Today reported.
