ERCA's 2027 draft budget is status quo; the merger is the levy question

The Essex Region Conservation Authority (ERCA) says its draft 2027 budget, about $12.8 million, is circulating to member municipalities. Funding is on the same basis as 2026, with no merger transition costs.
ERCA is set to merge with the Lower Thames, St. Clair and Upper Thames conservation authorities on Feb. 1, 2027, under the WLERCA name.
ERCA CAO Tim Byrne told the Windsor Star that levies could rise 40% or more by 2028, about $9 more per $300,000 of assessed value, if costs are averaged. He called that conjecture until the province shares numbers.
